“New economy of Primorsky region”: Interview with Elena Parkhomenko -the acting head of Department of Housing, Utilities, Amenities and Fuel Resources

Topic of the interview: State support of development of community facilities.

- How does our government support our community facilities?

-Housing and utilities sector is a cost-intensive sphere. Primorsky regional administration annually allocates substantial amount from the budget to this sector. For example, about 7 billion rubles a year are invested in housing and utilities complex. Residents of Primorsky region have subsidies for housing and communal services, thus the amount in bills for heat that citizens receive is lower than the real cost of heat production, so the missing amount is being provided to heat producing enterprises from the allocated budget funds.

In addition, the government financially supports local self-government on the issue of modernization of housing and communal services, which include repairing of heating system, repairing of boiler-stations. This year, 81 million rubles is allocated to the field of heat supply system and about 220 million rubles to the water supply system.

-Housing and utilities sector affects everyone; please tell us the current situation in the areas affected by the typhoons?

-Natural disaster has caused great damage to these areas, but due to well co-ordinated work of the municipalities and organizations, all 16 flooded boiler stations are dried out and all the equipment is restored. The heating season will begin at the appropriate time in these areas. Moreover, it has already started in the northern territories of the region.

-Talking of private housing, especially located in northern areas of the region, local citizens usually lay in firewoods for the winter, but this time firewoods were washed out.

-This issue is being resolved by the administration of Primorsky region. Special Commission determined the quantity of required fire-woods and now they are being delivered to the citizens.
