The new legislation has been recently adopted by the State Duma allowing schools to give diplomas without final state exams but based on the average note. 

Now students and their parents know that this school year is not wasted and all of the following problems will have their solutions. 

Moreover, the government also plans to enlarge the number of budget places in the state universities.
