The initiators of this process were the winter swimmers of Russia and Belarus.

At the ceremony of signing the agreement the Winter Swimming Federation of Russia and the Belarusian Federation of Hardening and Winter Sports Swimming c take the initiative to organize an international movement of winter swimming enthusiasts and to attract the experience of Chinese sportsmen to take part in it.

The center of the movement of winter swimming in Russia is Vladivostok.

In Primorye over three thousand people doing winter swimming.

In 2017 Vladivostok was the place for the World Cup stage, there were 800 athletes from 18 countries took part in it.
